City Housing Update for October 2021

Current Trends:

During this past month of September, the median rental price for a single family home in Los Alamitos was $3,400 and median sale price for a single family home in the city was $1,021,200. There were approximately 51 homes listed for sale in the city at the end of September, compared with 63 in August. During the last month, homes sold within 44 days on the market and received 1 offers per sale on average.

City Housing Supply:

As of the end of 2017, the total count of existing housing units in the city was 4,395. Single family housing units make up the majority 56.06% of Los Alamitos's housing units, 2,464 units total. Multifamily units make up 41 percent, or approximately 1,825. As of last year, the average housing density (people per household) was 2.72, compared with the state average of 2.97. At the end of the period, about 128 of housing units in the city were unoccupied, suggesting a vacancy rate of 0 percent.

Regulations & Outlook:

The City has not yet finalized updates to it's residential zoning code that fully comply with State Laws SB 1069 and AB 2299 which allow for Accessory Dwelling Units (ADUs) to be developed on most single family lots. More commonly referred to as “Granny Flats” and “In-Law Units”, in Los Alamitos as many as 1,453 homes may now be eligible to add some form of second dwelling unit. These laws are intended by The State to boost opportunities for housing production in cities in an effort to address the growing housing deficits local communities face accross The State. Typically secondary units are constructed by homeowners in backyards, converted garages and basements of single family residences. These new regulations could now allow individual homeowners to play a significant role to increase housing production in Los Alamitos over the coming years. Consider for example, if just one percent of eligible homeowners in Los Alamitos built an ADU each year, it would contribute substantially to the city's housing stock over the next five years and create many new local construction jobs in the process.

Exerpts From City Housing Reports

Based on 1990, 2000, and 2011 US Census and DOF estimates, less than one- half percent of Orange County's housing units are located in Los Alamitos. In 1990, the City had 4,279 housing units. By 2000, the number of units increased to 4,329 and by 2011 decreased slightly to 4,307.

ii. Unit Type As shown in Table 2-16, single family detached and multifamily units are the largest housing types in Los Alamitos. As of 2013, 44 percent of the housing units are single-family detached and 47 percent are multifamily.

Los Alamitos is essentially a built-out city. There are minimal areas of vacant land available for residential development. Table B-2 summarizes the three vacant parcels in the City currently zoned for residential use and their potential capacity. These parcels are in already established neighborhoods that present no know environmental or infrastructure constraints. The location of these parcels is shown in Exhibit B-1. A total of 10 units could be developed on these sites at a minimum density of 20 du/ac. These three vacant parcels have the capacity to accommodate less than 16 units per site. Therefore, it is assumed that these parcels could accommodate units affordable to moderate and above- moderate income households.
